Lets start with the build?
Athena 70 cc Hyper Race with Crank
21 Polini CP
Yasuni C16
V-Force Reeds
Polini intake
Malossi La Furia Rossa Overrange
Stage-6 torque control clutch and bell
Polini Taller gears

I had my build running great last year. This year I upgraded with the bigger carb, c16 pipe, v-force reeds, and overrange kit with gears. After building everything, messing with jets, etc, I cant get it to rev over 6000. The battery was dead, but it doesn't have electric start anymore. It has the stock ignition system. I've fiddled around with the jetting and needle position a lot and it just wont rev over 6000. When I took the belt off, it got a bit over 6000, perhaps about 6500-7000. I've got the clutches to engage later, but it doesn't even get the wheel to move so I don't know how it handles the road. But from idle to 6k, it revs really nicely.

Does anyone have any suggestions as to why it wont rev up? Any help is appreciated. Thanks.

What roller weights are you running sounds like they may be too heavy

How much do they weigh how much did the ones you took out weigh
More often then not most of weight that come with things are often not right

I'm sorry for the late reply, but they have the 3.5g weights in them. The previous kit had 4g weights in the athena variator. This new variator is the overrange kit.
